LZVO
Construction of the high-voltage equipment plant LZVO (a member of the NEC Group) is proceeding according to schedule. The site was visited by a delegation from the Administration of the Lipetsk Region, led by Deputy Governor Sergey Kurbatov and Deputy Minister of Industry, Investments, and Science Mikhail Putilin.
During the working visit, the management of LZVO presented the current status of the project, which is being implemented as a strategic initiative for the region. The plant will specialise in the production of gas-insulated switchgear (GIS) with a voltage rating of up to 500 kV. The facility will also include an in-house accredited test laboratory, ensuring product verification at all stages of manufacturing.
The project has received state support: in December 2025, a Special Investment Contract (SPIC 1.0) was signed. The total investment exceeds 4 billion rubles. Production launch is scheduled for 2027, followed by progressive localization. The project’s implementation will reduce dependence on imported equipment and create over 200 new jobs in the region.
«I would like to note that the construction of LZVO is progressing in strict accordance with the planned schedule. We are not observing any delays or difficulties in the project’s implementation. The key aspect of this production is that all planned indicators – both in terms of job creation and investment volume – will be fully realised within the territory of the Lipetsk Region. The project holds significant importance for the region: the enterprise will create new jobs, which will not only provide local residents with stable employment but also bring substantial revenue to the regional budget. We will continue to provide comprehensive support for the project and monitor its progress to ensure all planned objectives are successfully achieved,» – commented Sergey Kurbatov, Deputy Governor of the Lipetsk Region.
In parallel with construction, LZVO is developing its human resources potential: the company is implementing joint educational programmes with regional educational institutions, including internships and training for young specialists.
«The main focus of our production is the manufacture of switchgear and a wide range of products for power grid infrastructure. This equipment is in high demand on the Russian market and will help ensure the country’s and regions’ energy security. I would particularly like to highlight the crucial role of state support for our project. The Ministry of Industry and Trade of Russia granted our project the status of a Special Investment Contract – this confirms the strategic importance of our production, which has no analogues in Russia. I am confident that through joint efforts with the Government of the Lipetsk Region, we will achieve all set goals and create an advanced manufacturing facility that will make a significant contribution to the development of Russia’s electrical engineering industry,» – emphasized Ivan Ivanov, representative of the management of JSC NEC.
At the end of the visit, representatives of the regional administration highly assessed the construction progress and reaffirmed their readiness to provide comprehensive support at all stages of the project.
