The NEC Group has started construction of the Luch printed circuit board (PCB) plant at the Vologodskaya Special Economic Zone (SEZ). The project involves an investment of 7.7 billion roubles. The ceremony marking the installation of the first column took place on 8 July 2026.
The facility will be one of the most significant projects for developing Russia’s domestic electronic component base and will supply modern PCBs for the Russian radio‑electronics industry.
The project is being implemented under an agreement between the Government of the Vologda Region and the NEC Group, signed at the St. Petersburg International Economic Forum in 2025. In spring 2026, LLC Luch obtained resident status at the Vologodskaya SEZ.
The production complex, with an area of over 21 000 sq. m, is designed to create around 400 jobs.

The plant will ensure the localisation of metering devices: the PCBs will be used not only for in‑house production but will also be available to other instrument manufacturers in the sector. The new plant will supply the Russian industry with modern printed circuit boards, reduce dependence on imports and strengthen the technological resilience of the sector», said Dmitry Filatov, Chairman of the Board of Directors of JSC NEC.
The plant will produce multilayer printed circuit boards up to accuracy class 6. The design capacity will reach up to 12 million square decimetres of output per year. Commissioning of the facility is scheduled for 2028.

We are launching the construction of a full‑scale, high‑tech, import‑substituting production facility, Luch, designed to produce high‑quality, world‑class electronic printed circuit boards. We welcome the first resident of our Vologodskaya industrial and production‑type Special Economic Zone, which was established solely on the instruction and with the personal support of the President of the Russian Federation, Vladimir Vladimirovich Putin. I note that only one year and nine months passed from submitting the application to establish the SEZ to the start of construction at the facility.
